In order to co-operate with Taipei City which was officially designated by ICSID to be the World Design Capital 2016 in November, 2013, the National Property Administration will provide national property in the form of buildings and land in Zhongshan District, Taipei City (the original location of the Taiwan Tobacco and Wine Monopoly Bureau, Zhongshan Distribution Office) to be used to create a design industry park together with Taipei City Government to form one of the important spotlights of the design capital. The National Property Administration indicated that the whole area of the base in this project is 8,081 square meters in total, near the cross roads of Zhongshan N. Road and Minsheng E. Road, which geographic location can be considered as fair in that a large area of national land located in an active business zone is rare in Taipei City. The Administration authorized Taipei City Government to improve, use and manage the land from Year 2010, as the creative base for URS 21 Zhongshan and for greening and beautification. After being operated by the selected management team, the site won several awards such as the National Award for Excellence in Construction, the Taipei Urban Landscape Award, and the Re-Birth of Old Buildings Award in 2012. It has become an important experiment center of creativity and a base to root the creativity in construction, and the cultural and creativity fields. The result of this active use has been recognized by the external sources, and the project is important as it was one of the successful cases which was presented in the international bidding book of Taipei City in its application to be the World Design Capital 2016.
