The National Property Administration has been active in processing tenders for the lease of national land. As of the end of June this year, 13 plots of land and 3 houses had been successfully leased by tender, to a total amount of over NT$14.18 million. In order to actively revitalize national non-public-use land and increase the effectiveness of management, the Administration will continue to select national land or buildings that do not have any planned usage or projects for lease by tender, and it is expected that 13 more tenders for lease will be offered by the end of this year. The relevant information on lease by tender is announced on the websites of the respective branches of the National Property Administration, under “Auction Information” and “Information on Lease by Tender for Real Estate.” We invite everyone to visit the websites to keep abreast with the latest information and also welcome participation in the tenders for lease. According to the National Property Administration, in the past, the base price for lease by tender was determined by the amount of the rent paid for the lease and after the plot of land had been leased by tender, the successful bidder was not eligible to apply for a construction permit. On May 1st this year, the Ministry of Finance issued “Operation Directions for Leasing of National Non-public Real Estate through Open Tender.” In accordance with the directions, a fee for the contract rights and an annual rental is required under the terms of the lease, and the lease by tender is auctioned based on the fee for the contract rights calculated based on 3% of the announced present total value of the land offered by tender multiplied by the number of years of the lease. In the case of the lease of the surface rights for 10 years and above, the leasing party may be eligible to apply for a “Use of Land Held Under Tender by Lease Agreement” which allows such party the right to apply for a building permit or a miscellaneous use permit ,which will strengthen the efficacy in the utilization of the land. The tenders for lease of buildings will continue to be auctioned based on annual rental prices, with the base auction price to be estimated according to the current market price at the time of auction.
