Application procedures can be divided into two categories: “governmentplanned projects” and “unsolicited proposals.” A government-planned project is such that the government sets up the main project scheme and the usage of the infrastructure, and then announces the public invitation to bidders through a public notice. An unsolicited proposal is such that under the framework of
the principle policy from the government the private institution submits its own proposal for the infrastructure project.
